Trade minister Yukio Edano said Friday that the government will not accept Tepco's request for additional financial aid unless the utility clearly shows it is ready to 'turn over a new leaf' in light of the nuclear crisis.

Tokyo Electric Power Co. faces bankruptcy if the government refuses to provide it with an additional ¥689.4 billion it requires to make compensation payments stemming from the disaster at the Fukushima No. 1 nuclear plant.

'My current evaluation is that the company has not shown at all its will to become a newborn Tepco,' Edano told reporters, without elaborating.

Most recently, the cash-strapped company has stirred controversy for planning to raise electricity prices for corporate users by about 17 percent starting in April.

Tepco has already won government approval to receive ¥891 billion in aid from the state-backed Nuclear Damage Liability Facilitation Fund, but has said it needs to also raise prices to offset rising fuel costs. The utility has turned to thermal power generation after the Fukushima crisis caused a public backlash against atomic energy and led to reactor closures.

Meanwhile, Edano said the government will survey around 400 residents living near the crippled plant at the time of the meltdowns to enhance disaster preparedness measures.

The survey will cover people who were forced to evacuate from their homes around the plant or were asked to stay indoors in the early stages of the nuclear crisis.

Questions will include the information they received about the crisis, how they heard evacuation orders and what explanations they were given about protecting themselves against radioactive iodine.

Taking iodine pills can help prevent thyroid cancer but can also cause side effects, including allergic reactions.

The Cabinet also decided the same day to spend ¥40.3 billion to support Fukushima Prefecture's efforts to address its population decline and the damage to the prefecture's brand value. The money will come from the fiscal 2011 reserve funds set aside for March 11-related restoration efforts.
