Getting visa for a country, while in neither that country or your home country?

I got a little question. Is it possible to receive a visa to a country when you are not in your home country or the country in which you hope to get the visa for? Let me give an example. Say you are originally from the USA, and you really want to go to Japan, however you are in Peru. Assuming Peru has a Japanese embassy/consulate, (which I have absolutely no clue if they do, as I am too lazy to google it) could one just go there to apply for/receive a visa? Here's a slightly different example that applies more to me. Say again, someone (me) is from the USA and wants to travel to North Korea (and yes, you can travel there) and so I need to obtain a North Korean visa. When you book your tour to North Korea with a travel agency they tell you how to get your visa, usually at an embassy in Beijing (or a North Korea [DPRK] embassy/consulate in your country which USA does NOT have). Now here is my question: instead of picking up my visa in Beijing, (which I am told is my only option) would it be possible to apply for/pick up a North Korean visa at a North Korea (DPRK) embassy/consulate in another country like, say, Canada, UK, or Sweden assuming I was going to be there anyway? I know all that may sound confusing and I'm sorry. Feel free to answer it as two different answers since that is kinda how I asked it. PS: If the second question was true, would picking it up at specifically the North Korean embassy/consulate in Sweden, help my chances since the Swedish embassy is the one that helps US travellers while in North Korea?

That is entirely tooooo long. Yes, you simply go to the embassy or consulate of the country you want to vist to get a visa. Some countries give visas on arrival. North Korea allows visitors ONLY who enter with approved groups who enter through China...need a Chinese travel agent to make arrangements.
